The new requirement is based on Kenya’s Social Health Insurance Act, 2023, and the Social Health Insurance Regulations, 2024, under Gazette Notice No. 11492, published on 30 July 2026.
The insurance provides financial protection for medical emergencies during your stay, including emergency treatment, medical evacuation, prescription medication and other covered healthcare services.
Following a temporary suspension of the scheme in August 2026, the High Court in Marsabit dismissed a legal challenge on 7 October 2026, upholding the requirement.

How Do I Buy Kenya Travel Health Insurance?
There are two ways, and both link the policy to your passport automatically.
Option 1: During your ETA application
- Apply at etakenya.go.ke
- When the insurance page appears, buy the cover
- Then pay for the ETA
Option 2: Before you apply
- Buy the “Inbound Travel Health Insurance” service at insurance.ecitizen.go.ke
- You’ll need your passport, a photo or selfie, contact details and travel dates
- When you submit your ETA, the portal detects the policy and shows it as valid, so you never pay twice

No downloadable insurance certificate is issued yet, and your approved ETA does not mention the policy. Save your insurance reference number and a screenshot of the “Valid” status. You can check it any time with “Search Status” on eCitizen, using your passport number.
How Long Does the Cover Last?
Quotes generated on eCitizen currently show a three-month cover period. Some advisories describe a longer validity, so check the dates on your own quote before you pay.
Can I Use My Existing Travel Insurance Instead?
Not at the moment. The ETA and eCitizen portals offer no way to upload a policy bought elsewhere, and only the Kenyan scheme, underwritten by insurers licensed by the Insurance Regulatory Authority, is recognised.
Treat the US$44 policy as an entry requirement, and keep your comprehensive personal travel insurance for cancellations, evacuation and baggage.
I Already Have a Kenya ETA. Do I Need the Insurance?
If your ETA was issued before 6 October 2026, you do not need to reapply. Travellers have not been told to cancel older ETAs, but the insurance is a separate requirement. We recommend buying the cover on eCitizen before you travel, as a precaution, until the authorities publish guidance on arrival checks.
